These lakes are arranged in a string system, forming one of Bucharest’s two blue-green corridors, alongside the Dâmbovița River, and are essential components of the ecological network in and around the city.

In the face of continuous fragmentation of public access to the water’s edge due to accelerated real estate development and the progressive abandonment of sports facilities built along the lakes during the communist era, this invaluable habitat has become a neglected landscape of overgrown trails, brownfields, and back-of-house spaces. Isolated and dangerous, populated by stray dogs and occasional wildlife enthusiasts, this natural habitat, against all odds, is teeming with life. Traveling along the Colentina Lakes waterfront, outside the historical urban parks, feels like a journey beyond the city, along an internal periphery.

Along the water’s edge, numerous communities inhabit and engage with various urban environments: from the south edge of Bucharest’s CBD with its yuppies, to the growing high-rise and high-density residential areas along Fabrica de Glucoza Street, which will eventually host many corporate families, to the northern edge of Floreasca, where young and old generations mix in various collective dwellings. Moving east, you’ll find the ancient vernacular villages of Tei, Toboc, and Plumbuita—fragments of rural environments absorbed by the expanding city—alongside the socialist housing estates of Colentina and Pantelimon, where high-rise apartment blocks intermingle with remnants of older urban fabric and areas of new development.

This multifaceted context invites diverse approaches to design, as reflected in the numerous waterfront typologies that cater to different communities and various natural conditions. A series of strategic design tools, addressing different parts of the program, various approaches to the water, and seasonal variations, aim to establish a unifying theme throughout the project, providing overall coherence.

Along the approximately 17 kilometres of waterfront, which span nearly half of Bucharest’s diameter from west to east, there is a rich diversity of topographies, urban typologies, and ecosystems, creating the foundation for a project that aims to transform this patchwork into a rich multiplicity.

VISION

This segment of the Colentina Lakes waterfront will become an attractive public space, catering to a diverse range of communities, both residents and visitors. The strong ecological and social potential of this blue-green corridor, long overlooked amidst the rapid post-socialist development, is finally being utilised, creating a vibrant context for interaction, recreation, escape, contemplation, and both physical and mental activities. A rich yet fragile ecosystem will be protected and cherished as an integral part of Bucharest’s urban ecology. Alongside the Dâmbovița River, this lake string will serve as a backbone for slow mobility, connecting the city to the surrounding landscape. Fish and bird species will be welcomed through boardwalks, stepped terraces, installations, and enhanced greenery. A series of strategic tools will be employed to re-enact the original intentions behind the creation of the lakes, bridging the gap between the city and nature. The project builds upon existing potential and will drive the future sustainable transformation of the Colentina Lakes.

CONCEPT

The project begins with a careful analysis of the surrounding built environment and social context, aiming to create a coherent linear park as a recreational buffer and ecological haven by uniting fragments of forgotten and neglected areas into a clearly defined landscape.

To achieve the vision of an integrated social-ecological waterfront, the project is based on three concepts:

A diverse palette of waterfront typologies that address various urban and social environments.
the ring, the lakeside promenade, the entertainment quay, the lake trail, the lakefront path, the marina, the strand, the running track, the Ramblas, Colentina channel, the pocket parks esplanade, the shoreline walkways, the ridges, the plateau garden, the wetland trail and the lakeside sports area

A set of strategic tools that accommodate seasonal activities and mediate access to the water.
bridges, pavilions, balconies, community tables, sport courts, playgrounds, bike gateways, floating pontoons, boardwalks and shared streets

A dense and varied mobility network that encourages slow movement along and across the river.
bicycles, scooters, water taxies, kayaks and pedal boats

LANDSCAPE STRATEGY

In the framework of current socio-cultural shifts affecting the urban condition and in consideration of the role that landscape is coming to play as agent of qualitative improvement, the natural features of Colentina lakes provide huge potential for urban regeneration in the urban areas of North Bucharest.

If the competition properly frames this potential, a design proposal able to take full advantage of this must elaborate on preexisting conditions rather than proposing alternatives that would require tabula rasa of the site.

In this sense, a crucial element for design is the current variety of waterfronts, each equipped with its own degree of human intervention -I.e., construction of embankment- as well as ecological qualities. As a whole, such a differentiation offers a chance to develop the biodiversity of the place, that is a key primer of not only the ecological performance but also the aesthetic experience of the site.

In order to elaborate on this concept, the proposal consequently rethinks the site in terms of diverse hydro-ecologic habitats and the chance that this offers for natural and public space developments. In particular, from the driest to the wettest, the following habitats have been individuated:

urban nature or “corridor” habitats;

grasslands habitats;

parklands habitats;

riparian habitats;

wetland habitats.

For each of these, a different planting enrichment strategy has been devised and accompanied with a selection of vegetal species at the level of trees, shrubs, tall grasses, and meadows. The selection has greatly followed the objective to consolidate the habitats as they appear in the Great European Plain, where the area at the South of the Carpathian Mountains can be listed. Anyhow has been given to the continuity of open spaces and low maintenance lawns across the whole site, so to ensure accessibility of people -thus, the use of site- as well as fauna -and thus, obliterate the problem of isolated animal communities.

Coherently, pathways were also developed following the different habitats and the improvement of the existing connectivity of more dry habitats has been accompanied by the proposal of platforms on stilts in the more wet areas.

Through such approach, the design proposal aims at singling out a new urban decorum with Eastern European park qualities, thus specific consistence of the mix of public space and landscape elements, but also offer space for emerging international trends of landscape aesthetics, such as the use of tall grasses to compose rich landscape planting beds.

LOT 1 – 8th place

LOT 1 is the most dynamic of the three large segments to be designed, featuring a mix of consolidated urban areas (Floreasca District), areas under intense development (Fabrica de Glucoza), entertainment zones (such as the Sports and Clubbing area replacing the former Tei Student’s Sports Complex), specialised green spaces (Romsilva tree nursery), and existing parks (Tei Park). This area caters to students, young couples, and young professionals, as it is the closest to the city centre.

A series of waterfront typologies and tools are implemented to create a fluid public space that seamlessly guides passersby from Bucharest’s CBD to Romsilva Natural Park. The density of pathways varies according to the width of the waterfront, ranging from multiple parallel paths to a main path and boardwalks along the water’s edge at the narrowest points. Vegetation transitions from open lawns overlooking the lake shore to dense, forest-like environments that transport visitors into an almost completely natural setting. In some areas, higher plateaus offer compelling vistas, such as those in Tei Park.

Connections between shores are provided through bridges, as proposed for The Ring (the first space of this sequence), as well as by water taxi, kayaks, or pedal boats.

Waterfront Typologies in LOT 1

The ring is a vibrant, small-scale water environment where socialites and yuppies meet and live in close proximity to Bucharest’s CBD. The opening of the western lock to public access and the creation of a new bridge on the eastern edge generate a continuous, accessible loop connecting the northern and southern waterfronts. While the southern edge is mostly populated by cascading terraces leading to the water, the northern edge features a system of parallel footpaths on different levels, framing open lawns for sunbathing and relaxation.

The lakeside promenade is a segment of urban waterfront, located near existing or future high-rise, high-density environments. This is an ideal place for evening dog walks or morning jogging, featuring an interlaced system of alleys, with certain sections dedicated to runners and cyclists.

The entertainment quay is ideally situated away from residential areas, making it a magnet for late-night activities. Over time, numerous clubs have occupied its once-abandoned piers, attracting a large number of young people ranging from high school students to young professionals in their mid-thirties. An already vibrant area, this place needs strict building regulation and a coherent design of the water’s edge to ensure overall accessibility along the waterfront. The continuity of access from north to south was achieved by creating footpaths where possible and boardwalks over the water where existing constructions obstructed access. Rather than being a temporary fix, this variety of pathways close to and on the water imparts a particularly cozy atmosphere to this section. Abandoned pontoons and terraces on the water were transformed into floating decks or small recreational pools by the lake.

The lake trail is a footpath close to the water’s edge in an area with dense, forest-like vegetation, where the surrounding context is mostly free of buildings; this is like an ex-urban landscape, where the hustle and bustle of city life is absent, making it an ideal place for hikers or fishermen.

The lakefront path is an alley close to the water, situated near low-rise residential villas along a narrow strip of waterfront. Due to the limited depth of the available space, which doesn’t allow for the development of an extensive network of footpaths, it typically features a main path and a boardwalk that brings passers-by closer to the water.

The marina transforms a modest, emergent anchorage area on the edge of a road into a vibrant canvas of activities and public spaces. It features a small beach, two plazas that provide access to specialised pontoons for kayaks and water taxis, and a path that winds through dense vegetation, offering a view into Romsilva Natural Park. The narrow strip of land between Tei Lake and the Natural Area becomes a lively recreational spot, a shared space that enhances the feeling of being away from the city. A dense grove buffers this area from the nearby tram. Various pathways depart this plaza to the north (across and along the lake shore) and to the west into the densely forested lake trails.

Parks in LOT 1

Verdi Park

One of the two main green areas in LOT 1 is Verdi Park, an abandoned and neglected green area located at the northern edge of Floreasca District. This park overlaps the site of the former Floreasca Racecourse, which was built in the 1920s and closed in 1937. The main alley of the park follows the location of the former starting chute of the racetrack. After the demolition of the Racecourse and the Grandstand, the area was designated as a public park, but its size was progressively reduced due to controversial returns of property and real estate development pressure.

The project aims to address the history, topography, and activity areas of the park in a cohesive manner.

The historical aspect is tackled through the restoration and expansion of the main diagonal pathway (which traces the old racetrack chute), reconfigured as parallel longitudinal lanes with a 90 cm height difference. This variation in height between the upper and lower lanes creates opportunities to place several stands reminiscent of the former grandstand of the racecourse. Another historical statement is a dead-end alley at the western edge of the park, which once offered a view of the 18th-century St. Sofia Church but is now obstructed by a new, out-of-scale apartment building.

The topography features a significant height difference between the sunken middle area of the park and the surrounding streets, creating a unique atmosphere of peace and stillness in the middle of the bustling city. This height difference is addressed through a frame that borders three sides of the park, mediating the transition between nature and city. The frame is articulated into three sections: the northern section clusters all the F&B kiosks and socialising areas as an extension of the sidewalk between the trees; the eastern section creates distance between the park and Barbu Văcărescu Boulevard, featuring a protruding balcony that overlooks the lush landscape and the sports area, offering rest spots for those strolling along the street; finally, the southern section descends into the park through a series of ramps and green steps.

The activities are arranged in existing clearings to minimise damage to the existing trees, grouped into three main areas: the sports area, the playground and social areas for the elderly, and the dog park. Each of these activities is placed according to the context: the sports area is closer to the boulevard to encourage healthy activities, the playground and social areas are centrally located for protection, and the dog park is situated near the southern entrance, conveniently used by local residents.

Romsilva Natural Park

The climax of the LOT 1 sequence of spaces is Romsilva Natural Park, a rich natural ecosystem within the city where interventions are minimal. The main feature is a meandering wooden boardwalk that begins as a balcony in the marina, connects to the tram stop, and crosses the lake from shore to shore, forming loops that create moments of pause above the water. This delicate intervention barely touches the landscape, raised just enough above the water to allow birds to nest below. People crossing this boardwalk are guests in this untouched landscape as they journey from Tei Lake to Plumbuita Lake. Along the shores, old dirt pathways trace the water’s edge, linking the marina to the main paths around Plumbuita Lake.

LOT 2 – 9th place

LOT 2 has a completely different atmosphere from the other two lots. The waterfront wraps around ancient villages that were absorbed into the city during the urban development of the early 20th century. Isolated in the meandering river, these areas retain many of their original vernacular features and boast a vibrant community life. The built environment is on a very small scale, predominantly consisting of individual homes with small gardens.

The buildings’ setbacks from the water’s edge, originally designed to mitigate the flooding risk before the lakes were created, have given way to pop-up gardens that buffer the lake from the village. This green buffer has been carefully sculpted to create a rich sequence of community spaces, connecting the city with the water.

The northern border of the lake in this area features some of the most remote sections of the entire sequence of LOTS, due to the proximity of the A3 motorway, derelict overgrown areas, and lack of public transport. An attractor must be introduced in this area to draw visitors, as significant effort is required to reach it.

The only exception to this small-scale, village-like atmosphere is in the southeastern extremity, where this LOT transitions to the front of Colentina District, featuring high-rise, high-density socialist housing estates at the border between LOT 2 and LOT 3.

Similarly to LOT 1, connections between the shores are ensured through water taxis, kayaks, and pedal boats.

Waterfront Typologies in LOT 2

The lake trail is a footpath close to the water’s edge in an area with dense, forest-like vegetation, where the surrounding context is mostly free of buildings; this is like an ex-urban landscape, where the hustle and bustle of city life is absent, making it an ideal place for hikers or fishermen.

The strand is centrally located on the waterfront between Romsilva Natural Park, Colentina District, and Saulei Natural Park, and has the potential to transform from one of the most isolated areas along the route into the central hub of this extensive natural region. The main feature of this area is a series of natural ponds that were formerly used as trout farms. The project’s central idea is to create a natural, ecological recreational area featuring a beach, natural swimming ponds, and pavilions to serve visitors’ needs. All interventions are designed to be reversible and minimal, capitalising on the natural beauty of the location. In addition to sunbathing and swimming, various activities for children, such as RC boat racing and sandcastle building, are available for a full day of retreat in nature.

The running track is the straightest segment along the lake edge connecting The Strand with Colentina District. It has been designed as the ideal place for urban athletes and occasional cyclists to train and enjoy a 500-meter sprint in the shade of tree lines.

The Ramblas are low-traffic shared spaces along the river, where residents of greater Bucharest interact with the local communities of Tei Toboc and Plumbuita. They enjoy the scenic river meanders and the vibrant atmosphere of village life, where close-knit relationships bring daily activities and special community events into the neighbouring riverside park.

The art streets are colourful narrow streets leading to the lake, where pavement is painted in various patterns, underlining the character of this space as a public realm for interactions within the community, rather than a space dedicated to traffic.

Parks in LOT 2

Plumbuita Green Link

The main green area of LOT 2 is Plumbuita Green Link, a new park near the XVI-century Plumbuita Monastery. This park connects two existing parks to the north and south, and extends from the high plateau to the water’s edge, running west to east.

The western edge is densely populated with trees, creating a natural boundary between the park and the urban fabric. In the middle plateau, there is a spacious lawn with sparse patches of trees providing shade for people relaxing, reading, or meditating. Arching across the lawn is a strip of tall ornamental grasses, intersected by a meandering footpath. The sports activity area is situated between the western tree line and the lawn, featuring spaces for basketball, ping-pong, badminton, and a skate park.

The main path of the park connects the art streets to the west, which serve as the main entrance to the park from Plumbuita village, to an alley at the eastern end of the plateau that links to the main pathways of the neighbouring parks. All food and beverage modules and socialising areas are clustered at this crossing point.

The eastern extremity of the park is also densely populated with trees, partially obstructing the view of the water. This green curtain is interrupted at two points, where stepped green terraces provide access from the plateau to the lake edge and connect to the kayak and water taxi pontoons.

The Lakeside Park

The Lakeside parkis designed as a series of open spaces meandering through the trees, crossing local streets and green areas, and edging the water with several strategically placed balconies. The open spaces are dedicated to lively activities such as sports, playgrounds, beer gardens, and community tables for social events. Some of the more secluded areas provide spaces for rest and contemplation. The balconies that punctuate the lake edge are either cantilevered over the water or step down toward the lake, creating mooring points for kayaks and pedal boats.

Saulei Natural Park is designed similarly to Romsilva Natural Park, featuring a meandering raised boardwalk above the water that connects at various points to the existing landscape and dirt footpaths, while allowing for bird nesting underneath. The difference lies in the park’s ending, which does not allow for a continuous path but instead provides a high platform as a vista point overlooking the surrounding landscape. The boardwalk includes several loops that create moments of pause on the way.

The west and east dirt footpaths interract differently with the topography: while the western one descends towards the water and a natural beach, the eastern one climbs on top of a ridge and generates a second vista point.

LOT 3 – 3rd MENTION

LOT 3 is the longest and most diverse of the three LOTS. It begins with the vibrant urban atmosphere of the Colentina Channel and extends to the natural wetlands of Pantelimon 1 Lake. This sequence of spaces introduces visitors to a wide variety of urban and natural environments, topographies, and social groups.

A range of waterfront typologies and features are implemented to create a fluid public space that seamlessly connects these diverse environments. Similar to LOT 1, the density of pathways varies with the width of the waterfront, from multiple parallel paths to a main route with pocket parks and boardwalks at the narrowest points. The vegetation covers most of the sloping ridges of the floodplain, transforming the meandering footpaths into a labyrinth that partially obscures the scenery and water, only to reveal the stunning beauty of the landscape in the higher areas.

Along the route from west to east, there are several distinct urban environments, arranged in a patchwork of high-rise, high-density socialist housing estates, low-rise, high-density vernacular areas, and new developments featuring both collective and individual housing, intermingled with overgrown neglected sites.

The topography of the waterfront varies from wide ridges to very narrow water edges. The vegetation increasingly occupies the water surface, growing on accumulated sediments and creating highly biodiverse environments.

Connectivity over water in this section is limited to Colentina, Fundeni, and the western part of Dobroiești Lake. This restriction is in place to protect the natural habitats that extend from the second section of Dobroiești Lake to Pantelimon Lake.

Waterfront Typologies in LOT 3

Colentina channel is the name we’ve given to the channeled segment of this sequence of lakes. For about 700 meters, between Plumbuita and Colentina Lakes, the large bodies of water are squeezed into a narrow 20-meter-wide urban channel. Looking at vibrant examples such as Milan’s Navigli or Rotterdam’s Singels, we see the potential of this segment to become a central gathering space for the local communities. A variety of urban environments and social groups interact around this space daily, while the district lacks public areas for local engagement. The channel will address this need by creating quality spaces for residents. The 20-meter-wide channel allows for the construction of bridges envisioned as plazas above the water. Along the water’s edge, stepped terraces rise for great views and descend towards the quays. Interstitial spaces will feature pop-up green passages, beer gardens, sports areas, and playgrounds.

The pocket parks esplanade features a narrow waterfront that dilates into a sequence of pocket parks carved in the urban fabric, hosting community pleasure gardens with lush tall ornamental grass, beer gardens and playgrounds.

The shoreline walkways are the narrowest strips of waterfront, only a few metres wide, and are accessible primarily via stairs descending from the streets situated on the plateaus above. The green slopes towering above the waterfront are sometimes densely wooded and other times only bordered by tree lines that follow the access paths perpendicular to the shore.

The ridges are situated in the most spectacular edge conditions, where steep slopes connect the lake edge to superior plateaus offering amazing vistas. The generous width of this spaces allows for an interlaced system of descending and ascending pathways connected to the main path, creating long routes, shortcuts, specialised paths for joggers or cyclists. The dense vegetation reveals and hides the water which is lost only to be rediscovered from an other level.

The plateau garden is an elongated green space situated between Doamna Ghica Street across from Baicului District. This buffer zone is designed to become a recreational garden, bordered by rows of trees, and will serve as an extension of Lunca Florilor Park across the street.

The lakeside promenade is a segment of urban waterfront, located near existing or future high-rise, high-density environments. This is an ideal place for evening dog walks or morning jogging, featuring an interlaced system of alleys, with certain sections dedicated to runners and cyclists.

The wetland trail features a dual system: a main path that follows the edge of the water within the riparian landscape, and a boardwalk that extends over the wetland areas, running parallel to the shore and connecting at regular intervals. The boardwalk is slightly elevated above the water, supported by wooden poles, allowing it to gently touch the ground. The space beneath the boardwalk provides an ideal habitat for nesting and supports thriving biodiversity. Connectivity between the urban plateau above and the wetland trail is achieved through three different stepped terraces and stairs descending from the streets above

The lakeside sports park is located at the easternmost edge of the competition area, overlooking Pantelimon II Lake. Once an abandoned beach, this space has been reimagined as a sports hub, featuring several basketball and badminton courts, table tennis facilities, and a skate park. It also serves as an ideal venue for events and community gatherings, being situated away from residential areas.

Cosmos Park

The main green area in LOT 3 is Cosmos Park, located on the edge of the high plateau and overlooking the former football fields of the Granitul and Metaloglobus factories. The primary interventions in the existing park involve clearly delineating the northern section, which includes the dog park, playground, and sports facilities, from the natural southern area featuring meandering gravel paths and dense vegetation. Along the edge of the ridge, a series of balconies, wrapping around existing trees, provide expansive views of the football fields and Pantelimon I Lake. On the eastern edge, a series of ramps and stairs carved into the dense vegetation led to the waterfront, connecting westward to the wetland and eastward to the riverside sports area via a long wooden boardwalk.

DESIGN TOOLS

Bridges

The bridges in the project function as elevated spaces above the water, facilitating both crossing the channel and providing areas for contemplation and socialising over the lake. They incorporate both stairs and ramps, and between them, sunken plazas are set at water level.

Pavilions – two typologies of pavilions are used within the project:

The modular pavilion is constructed with an easily reversible scaffolding system that adapts to various uses and comes in a variety of configurations.

The round pavilions are placed in Verdi and Plumbuita Parks near crossroads and activity areas. They do not serve a specific function but act as modern alternatives to traditional gazebos.

Balconies – the balcony is a space adjacent to the water, oriented perpendicular to it. There are two types of balconies used in the project:

The horizontal cantilevered balcony which represents and extension of the public space towards the water.

The ascending balcony, which elevates above the public space, offering interesting vistas of the surrounding landscape and providing a small standing area facing the city.

Community Tables

The community table is a urban furniture element which provides a gathering space for large groups. Its design can incorporate trees and lighting.

Sport courts

The sports courts are situated in sunken arenas below the level of the public space. The 45-50 cm difference in elevation provides seating around the playing areas and allows the space to be transformed into skating rinks during the winter. These arenas are surrounded by a regular array of pillars that function both as lighting poles in the evening and as a fencing system with shock-resistant nets during the summer.

Playgrounds

The playgrounds are secure environments featuring either complete rubber pavements or rubber inserts around the structures, set within gravel and sand areas. They are bordered by continuous benches that provide resting and socialising spots for parents while they supervise their children.

Bike gateways

Bike gateways are multiuse areas situated in specific areas leading to the water’s edge and serve as parking and charging of electric bicycles, F&B services, gathering and socialising areas.

Floating Pontoons

The floating pontoons serve as mooring areas for water taxies.

Boardwalks

Boardwalks are elevated walkways or pathways constructed above water, typically made from wooden planks supported by pilings or other structures anchored into the waterbed. The project incorporates two types of boardwalks:

Shoreline Boardwalks run along the shore, often featuring angular designs. They provide access to natural water habitats and serve as alternative connections where land paths are impractical.

Cross-Water Boardwalks are situated in natural parks and wetland areas, featuring a meandering design with loops that offer resting areas in the middle of the water.
