OBSERVA\u021aII DE ORDIN GENERAL<\/h2>\n\n\n\n<p>Vecin\u0103tatea imediat\u0103 a r\u00e2ului este ocupat\u0103 de ma\u0219ini parcate sau \u00een trafic. Densitatea podurilor in raport cu lungimea albiei este redus\u0103, rezult\u00e2nd distante relativ mari intre obiective aflate pe maluri opuse. Cele doua particularit\u0103\u021bi enun\u021bate mai sus au drept consecin\u021b\u0103 lipsa utiliz\u0103rii r\u00e2ului de c\u0103tre pietoni, at\u00e2t pentru promenada cat si pentru a traversa rapid\/eficient zona de influen\u021b\u0103 a oglinzii de ap\u0103 pe direc\u021bia est-vest.<\/p>\n\n\n\n<p>\u00cen acela\u0219i timp, dezvoltarea fondului construit recent \u00een geometrii de tip \u201cecran\u201d limiteaz\u0103 zona de influen\u021b\u0103 a r\u00e2ului, implic\u00e2nd scurtcircuitarea rela\u021biei \u00een profunzime a oglinzii de ap\u0103 cu \u021besutul urban adiacent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. FUNDAMENTAREA PROPUNERII<\/h2>\n\n\n\n<p>Conectarea eficient\u0103 a celor dou\u0103 maluri \u0219i construc\u021bia unui ecosistem urban continuu \u0219i echilibrat pe ambele vecin\u0103t\u0103\u021bi ale oglinzii de ap\u0103 implic\u0103 dezvoltarea unei solu\u021bii generale pe direc\u021bii perpendiculare pe axa r\u00e2ului.<\/p>\n\n\n\n<p>Propunerea se structureaz\u0103 \u00een profunzime pe baza unor aliniamente\/vectori de planta\u021bie major\u0103 care traverseaz\u0103 \u021besutul urban \u0219i se depliaz\u0103 pe vertical\u0103, ocup\u00e2nd terasele fondului construit. CRITERII GENERALE DE PROIECTARE<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">COPCI<\/h2>\n\n\n\n<p>Conexiunea dintre cele dou\u0103 maluri se densific\u0103, reduc\u00e2nd astfel timpul de traversare \u0219i conectare a punctelor aflate de o parte si de alta a r\u00e2ului. D\u00e2mbovi\u021ba se transform\u0103 dintr-o barier\u0103 \u00eentr-un mecanism de conexiuni rapide \u0219i \u00eentr-un sistem de atractori. R\u00e2ul devine loc de \u00eent\u00e2lnire, loc de joac\u0103 \u0219i \u201c\u00eentrerup\u0103tor\u201d temporal.<\/p>\n\n\n\n<p>COPCI \u2013 instrumentele transform\u0103rii oglinzii de ap\u0103 din barier\u0103 \u00een spa\u021biu \u201cutil\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">MULTIFUNC\u021aIONALITATE, ECOSISTEM URBAN<\/h2>\n\n\n\n<p>Inten\u021bia propunerii este de a transforma cursul r\u00e2ului \u00eentr-un ansamblu multifunc\u021bional integrat \u00een care mix-ul de programe ludice \u0219i de conexiuni urbane rapide s\u0103 fuzioneze \u00eentr-o colec\u021bie de platforme flotante. Ansamblul multifunc\u021bional este subordonat \u00een acela\u0219i timp at\u00e2t regulilor care definesc lunca urban\u0103 c\u00e2t \u0219i necesit\u0103\u021bilor de conectivitate pietonal\u0103 ale contextului urban. Modelul ales implic\u0103 un num\u0103r redus de operatori at\u00e2t \u00een timpul procesului de montaj, c\u00e2t \u0219i \u00een timpul opera\u021biunilor de \u00eenc\u0103rcare \u0219i desc\u0103rcare. \u00cen proiectarea COPCILOR folosim materiale u\u0219oare \u0219i sisteme de prindere mecanice, reversibilitatea \u0219i adaptabilitatea constituind criterii fundamentale ale propunerii.<\/p>\n\n\n\n<p>COPCI pentru tranzitul pietonal rapid &#8211; platforme flotante prev\u0103zute cu rampe de acces, se pot reamplasa \u00een func\u021bie de necesit\u0103\u021bile circula\u021biei pietonale. Pot fi reconfigurate \u0219i extinse cu elemente complementare \u00een func\u021bie de pozi\u021bia pe care o au pe albia r\u00e2ului.<\/p>\n\n\n\n<p>COPCI pentru sporturi urbane mixte &#8211; half pipe pentru skate, trotinete, role sau BMX. Pot fi folosite at\u00e2t pentru traversarea rapid\u0103 c\u00e2t \u0219i pentru antrenamente sau concursuri. Suprastructura poate func\u021biona sezonier (se poate demonta si depozita pe timpul iernii) iar infrastructura poate fi reconfigurat\u0103 pentru integrarea altor func\u021biuni (derdelu\u0219 pentru s\u0103nii sau simpl\u0103 conexiune pietonal\u0103).<\/p>\n\n\n\n<p>COPCI pentru pescuit &#8211; prev\u0103zute cu plute motorizate (motoare electrice \u0219i puncte de \u00eenc\u0103rcare montate pe pontonul \u201cfix\u201d) cu capacitate pentru doi pescari. Pluta de pescuit este la r\u00e2ndul ei multifunc\u021bional\u0103, av\u00e2nd \u0219i rol de punct de iluminat, purificator\/filtru de ap\u0103, sistem de iriga\u021bie pentru planta\u021bia de aliniament \u0219i sistem de vaporizare a apei pentru reducerea disconfortului termic \u00een perioada verii. Se va amplasa sezonier \u00een zona malului adiacent Bibliotecii Na\u021bionale. Va fi accesat cu ajutorul unui ponton pietonal cu o singur\u0103 ramp\u0103. Platforma de ghea\u021b\u0103 se va a\u0219eza pe o structur\u0103 flotant\u0103 similar\u0103 cu cea a restului COPCILOR. Pontonul va include o banc\u0103 modular\u0103 pentru echiparea \u0219i dezechiparea patinatorilor. Casa de bilete \u0219i postul pentru \u00eenchirierea patinelor se vor realiza din structuri prefabricate (demontabile) din rigle de aluminiu similare celor folosite pentru construc\u021bia pontoanelor flotante.<\/p>\n\n\n\n<p>Cinematograf \u2013 gonflabil. Se va amplasa sezonier \u00een zona malului adiacent Bibliotecii Na\u021bionale. Va fi accesat cu ajutorul unui ponton pietonal cu o singura rampa. Ecranul va fi o structur\u0103 gonflabil\u0103 montat\u0103 pe mal \u00een apropierea pistei de biciclete. Pontonul va include sisteme de \u201cancorare\u201d a b\u0103rcilor pneumatice. Spectatorii pot \u00eenchiria b\u0103rcile at\u00e2t pentru vizionarea filmului c\u00e2t \u0219i pentru plimb\u0103ri pe oglinda de ap\u0103 sau pescuit. Casa de bilete \u0219i postul pentru \u00eenchirierea b\u0103rcilor se vor realiza din structuri prefabricate (demontabile) din rigle de aluminiu similare celor folosite pentru construc\u021bia pontoanelor flotante \u0219i vor fi reutilizate pe timpul iernii pentru deservirea patinoarului.
