6<\/figcaption><\/figure>\n\n\n\n<p>The site of this competition will play a definitive role within the constellation formed by 3 other major developments initiated by the city of Cluj: the Ring Road, The Sopor Masterplan and The Park East.<\/p>\n\n\n\n<p>The project departs from the idea to complete what could become a Green Loop, a pedestrian and bike friendly route throughout the landscape, that connects the Children&#8217;s Hospital area to the historic Orchards and the Sopor area (towards North), while speculating and keeping open a plausible future connection across the Ring Road with the Detunata Park, the Sports Complex Gheorgheni and the Park East.<\/p>\n\n\n\n<p>Within this frame of mind, the proposed strategy is to develop the site by opening up all its northern side, on both parts of the Ring Road, with a public park, that will be shared by both the patients and visitors belonging to the Hospital Area and also the general population. This park is the missing avanpost, that could tilt the balance towards a future Green Loop. We think that this approximately 6 km tour will introduce a new typology and a new urban experience at the scale of the whole city of Cluj.<\/p>\n\n\n\n<p>Furthermore, we imagine a hospital that is integrated within the flow and the everyday life of its city, therefore our objective is to connect, share and to open up new ways of living an urban life. The Children&#8217;s Hospital will be the most important building in this whole area and its presence should act as a driving force towards a better city.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">THE MASTERPLAN, FROM THE CITIFIED TO THE PARKLAND<\/h2>\n\n\n\n<p>Analyzing the site, we observed different surrounding conditions. On the South and West, the city grew organically into a sort of suburban sprawl, while towards North, the future shows promise for a new urbanism, and on the East, nature dominates, being in the vicinity of a beautiful hill. We want through our masterplan to respond to all of these conditions and thus we are proposing a gradual experience within our site, from an urban environment towards West and the Ring Road, to a more residential feel towards the South, to a landscape scenario towards the neighbouring hill on the east, a public park towards Sopor, or urban farming on the other side of the Ring Road. The building of the Hospital sits in the center of all these conditions helping to frame this diversity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">THE PROGRAM, THE CHILDREN&#8217;S HOSPITAL NEIGHBOURHOOD<\/h2>\n\n\n\n<p>We thought of our project as a neighbourhood. A fragment of a city, rather than a self sufficient isolated zone with controlled access. The generous dimensions of the site encouraged us to think about programmatic diversity. In this sense, we imagined clusters of buildings that host offices, a convention center, co-working spaces, or an area with different typologies of housing. Small pavilions, or temporary installations populate a network of public spaces. We imagine that this mix of programs will complement each other,&nbsp; generating a dynamic and full of life environment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">PEDESTRIAN ROUTES AND GREEN AREAS, ENCOURAGING A MORE GROUNDED EXPERIENCE<\/h2>\n\n\n\n<p>The inviting spatial structure is oriented towards public transport, pedestrian and bicycle traffic and allows natural passage in different directions: North-South, East-West and diagonal.<\/p>\n\n\n\n<p>Accesses, Mobility for the future<\/p>\n\n\n\n<p>Car traffic is restricted to the main road slicing through the site, with parkings organised in its immediate vicinity, thus keeping all the neighbourhood centers and park areas free of cars.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">OUTDOOR TYPOLOGIES<\/h2>\n\n\n\n<p>The placement of the new hospital building and the infrastructure leading to it divide the landscape into strips that are programmed differently and that have varying degrees of public access. Along the beltway we propose a dense plantation of trees that provides a noise and pollution buffer towards the interior of the site. While the western part of the development would continue the current land use of agricultural production, offering additional community gardens, the eastern side would be densified into a peri urban campus with parks and recreational areas. The strip between the Becas Creek and the hospital building would serve as the interface between the hospital users and the public, accommodating playgrounds, relaxation areas and a natural widening of the creek that creates a lake, a generous landscape that would integrate the existing orchards and mark a special spot along the green belt. On the southern side, facing the existing single-family homes we propose a small-scale parcelling&nbsp; that enables developers to implement different residential : row houses, studio apartments or residential communities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">NEIGHBOURHOOD CLUSTERS<\/h2>\n\n\n\n<p>The site is articulated in three different functional zones, each oriented inwards, to a central space that forms their own identity and creates an address.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">FUNCTIONAL MIX<\/h2>\n\n\n\n<p>The proposed volumes create an urban setting&nbsp; with vibrant public spaces and generous green areas, accommodating functions that support the hospital activities, such as research and conventions, but also ones that bring this newly developed area closer to the existing urban context through the introduction of low-rise housing and townhouses<\/p>\n\n\n\n<p>Special buildings at the entrances to the area provide urban accents and are catalysts of public life with their public-oriented uses.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">DENSITY\/ MASSING\/ HEIGHTS<\/h2>\n\n\n\n<p>The densification respects the surrounding context and creates a gradient in height towards the edges of the site, and at the same time reflects the hierarchy of functions, with the new hospital building as the focal point of the area.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">VEGETATION \/ OUTDOOR USES<\/h2>\n\n\n\n<p>Tree plantations are bordering the main roads slicing through the campus, while the in-between&nbsp; areas are diversified by a pattern of circular and elliptical clearings and dense, forest-like spaces, creating an atmosphere of enfilade through diverse outdoor rooms, characterized by various landscape and architectural events as well as diverse recreational uses. It can also serve as a habitat and retreat for many animals and plant species.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">PHASING<\/h2>\n\n\n\n<p>A development in 3 stages is proposed, through which the agricultural landscape would gradually transform into a medical campus, always anchoring the next phase with a landmark building supported by an adjoining public space, connected to the urban infrastructure of Cluj-Napoca.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">THE CHILDREN HOSPITAL<\/h2>\n\n\n\n<p>As mentioned before, the building of the hospital is placed in the centre of the site, thus mediating the different conditions surrounding the site. The overall shape of the building strives for compactness. This comes both from outside-in, or an urban perspective (allowing other consistent developments to happen around the hospital), but also from inwards to outwards, thus proposing an optimized organisation of all the required medical programs and circulations.<\/p>\n\n\n\n<p>The building revolves around an internal courtyard, a Garden. This garden is the heart of the hospital and its presence can be seen and felt everywhere inside the building. The void of the garden acts as a sort of reference point, a guiding compass, for what can be a complex building and a potentially confusing experience. The only built space that takes place within the garden is the multiconfessional chapel, a concrete tubelike vertical space, zenital lit and opened to the elements. This is the only space that contradicts, otherwise, the precise logic of the hospital. This space sits at the very centre of the building and can be accessed through a corridor from the main public area, or from the area of the operating rooms.<\/p>\n\n\n\n<p>The varying topography makes that the building is accessible from two of its sides, at different levels, a lower one from the park through the interior garden and another higher acces from the west side. Other four floors of accommodation complete the building.<\/p>\n\n\n\n<p>The volume is rotated in relation the the North-South axis, by this allowing for an enhanced exposure towards the dominating natural neighbouring feature, the hill and also as a strategy to back away as much as possible from the Ring Road or the more urbanized part East of the site.<\/p>\n\n\n\n<p>This form in relation to its structural grid generates small logias that accompany each room. Even though this exterior space is not required in the brief, we considered that it brings quality to the interior spaces. Like this we could establish a relation to the exterior. Life in the building is no longer isolated. We think this aspect of the life inside the building plays an important role in the healing process and the overall wellbeing of the patients.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">ARCHITECTURAL EXPRESSION<\/h2>\n\n\n\n<p>We searched to design compelling spaces that work inside the logic of a hospital, but that feel more like a home. The important spaces of the hospital, where patients spend time together, where they meet, where they recollect, are thought in relation with an outside space. In this way, the experience of being in the hospital is one of openness and constant relation with the exterior world, never isolated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">FLEXIBILITY<\/h2>\n\n\n\n<p>The proposed structural scheme allows for a highly flexible and easily reconfigurable use of the spaces. At the same time, the orientation of the volume is offering equal qualities on all sides of the building volume, in terms of views, sunlight and natural ventilation, making it possible to transform, scale and rearrange the medical sections and the common functions according to future needs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">FINISHES<\/h2>\n\n\n\n<p>Interior spaces in social clean areas where various categories of persons stay for long and medium periods of time (wards, doctor and nurses rooms etc.) are given special attention regarding the calibration of ambiance. We avoid as much as possible impersonal connotation finishes (e.g. PVC floors) and we propose a series of materials approved for the respective spaces, meant to create a warm and friendly atmosphere to these functions: interior terrazzo floors, microtopping, treated wood wall finishes, smooth ceilings made of gypsum board or painted metal sheet with sealed joints. Art pieces specific to and for this building will complete the main common spaces.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SUSTAINABILITY<\/h2>\n\n\n\n<p>Building systems, building materials, installations, accessories are chosen and calibrated to meet a holistic, sustainable approach.<\/p>\n\n\n\n<p>Building:<\/p>\n\n\n\n<p>Prefabrication procedures are used in order to reduce time and costs;<\/p>\n\n\n\n<p>Use of local materials for reducing the carbon footprint generated by transport, as well as costs;<\/p>\n\n\n\n<p>Renewable materials use (wood for some interior finishes)<\/p>\n\n\n\n<p>Project integration of materials with low production costs;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">INSTALLATIONS\/ EXPLOITATION<\/h2>\n\n\n\n<p>Smart design for reduced energy consumption: good natural lighting, natural shading (protuberant fa\u00e7ade) and additional use of shading\/ solar control systems (exterior shades), natural cooling and thermal inertia<\/p>\n\n\n\n<p>Efficient materials: glass with efficient coefficient for thermal and solar radiation control, ventilated fa\u00e7ade system<\/p>\n\n\n\n<p>Efficient installations, calibrated for energy consumption reduction: heat recovery systems, renewable sources energetic addition: solar panels\/ tubes, rainwater recuperation, BMS and EMS systems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">HOSPITAL FLOWS<\/h2>\n\n\n\n<p>&nbsp;1. Medical Staff Flow<\/p>\n\n\n\n<p>The access to their dedicated locker rooms is made from the parking lot at level -2. Staff then follows the medical staff circuit.<\/p>\n\n\n\n<p>1.1. Medical Staff Flow in OT (operating theater)\/ ICU (intensive care unit)<\/p>\n\n\n\n<p>Staff passes through the filter changing rooms from the clean social area to the clean area, then through the scrub room.<\/p>\n\n\n\n<p>1.2 Medical staff flow in the dirty areas<\/p>\n\n\n\n<p>Staff passes through filter changing rooms. The circulations in the clean areas don\u2019t intersect with those from the dirty areas.<\/p>\n\n\n\n<p>2. Patients flow<\/p>\n\n\n\n<p>2.1 Outpatient flow<\/p>\n\n\n\n<p>From the main reception at the ground floor the patient is directed towards the outpatient clinic\u2019s reception.<\/p>\n\n\n\n<p>2.2 Hospitalization patient flow<\/p>\n\n\n\n<p>From the main reception at the ground floor the patient is directed towards the intermediate receptions at the floors with patient wards.<\/p>\n\n\n\n<p>2.3. Day hospitalization patient flow<\/p>\n\n\n\n<p>From the ground floor reception the patient is directed towards the day hospitalization area.<\/p>\n\n\n\n<p>2.4 Ambulance transported patient flow<\/p>\n\n\n\n<p>From the ER (emergency room) at level -1 the patient is transferred towards OT\/ ICU 5 Patient flow to\/ from OT<\/p>\n\n\n\n<p>Separate flows have been designed for access from the social clean area to the clean area (OT\/ ICU) by buffer rooms. The transfer from OT to ICU is dedicated (clean). The transfer from ICU to social clean areas (patient wards) is carried out through buffer rooms. Flows are designed so as to avoid the crossing between patients entering OT and those exiting ICU.<\/p>\n\n\n\n<p>3.1. OT Instruments flow<\/p>\n\n\n\n<p>By montecharges dedicated to horizontal and vertical sterile instruments circuits, from the sterile instruments storage room to the OT, by means of transfer filter windows.<\/p>\n\n\n\n<p>Instrument evacuation from OT is made through transfer filter windows in the horizontal and vertical dirty circuit.
