PRESS COMPETITION RESULTS

Between October 7 and 9, 2019, the judging of the projects entered in the International Solutions Contest “SOPOR Masterplan – Cluj-Napoca 2019” took place, a competition officially launched on June 6, 2019. The promoter of the contest is Cluj-Napoca City Hall and the organizer is the Order of Architects of Romania through the Transylvania Territorial Branch, in partnership with the Order of Architects of Romania (OAR).

On Thursday, October 10, 2019, starting with 11:30, the Urban Culture Center – Casino, Cluj-Napoca (Central Park “Simion Bărnuțiu”) hosted the press conference to announce the winners.

AWARDED PRIZES

1st Prize: the design contract with an estimated value of RON 2,800,000, excluding VAT
2nd Prize: 120,000 RON
3rd Prize: 70,000 RON
The amounts representing the second and third prizes are VAT inclusive.

Following the deliberations of the jury, the winning projects were selected:

1st Prize

PROJECT NO. 59 – UV0007 – ASIZA BIROU DE ARHITECTURĂ SRL

“In the case of the winning project, the jury especially appreciates the coherence of the proposal as well as the functional mix and the typology of the buildings.

The network of public spaces is well distributed throughout the studied area and leads to an easy identification of the subzones of the neighbourhood, which contributes to the easy implementation, in stages, of the entire project.

The green network is well connected to the adjacent natural context. The intertwining of public spaces with the network of green spaces creates a welcoming environment and contributes to the definition of an urban framework that confers a high standard of quality of life. ” – the Jury feedback

“The jury appreciate the attention that was given to the different aspects: the green and blue system, the transport and mobility, that is well organized and structured.

The design highlights a multifunctional and mobility hub. The solution to cover a sector of the speed road, offers a good and seamless connection to East Park.

The jury appreciates the solution of combination and alternance of the two systems: the built and the green space.

”The jury decided to award an honorary mention, regardless of the ranking, to the project no. 57, due to its innovative approach. The jury noted many conceptual and innovative qualities of this project. It is a project that asks many questions and comes with many courageous proposals. What kind of city do we want for tomorrow? How do we want to live in the city? How do we want to move? What does agricultural urbanism mean? What will be the new relationship between urban and rural?” – aprecierea Juriului

The design contest aimed at selecting the best solutions to “develop a MASTERPLAN / Urban Plan Sopor colonies district of Cluj-Napoca”.

The aim of the competition was to identify a new way of sustainable urbanization, oriented towards future generations and good coexistence. The objective of the competition was to increase the quality of life of people in urban areas through integrative and innovative solutions.

The participants were invited through this contest to present not only a spatial vision of the development of the area, but also a strategy, so that the new development becomes a structured living environment, “stageable”, sustainable, also offering sufficient flexibility to private developers who they want to build.

The competition was organized in accordance with the Competition Rules of the International Union of Architects – UIA – and the provisions of the International Recommendations for Architecture and Urban Planning Competitions adopted at the General Conference of UNESCO of 1956, revised on 27 November 1978, in compliance with the provisions of the legislation in force regarding the award of public procurement contracts.

The Design Competition was a public, single-stage competition, open to Romania, all countries of the European Union, of the European Economic Area, and to the Swiss Confederation.

The design competition was organized as an independent procedure, in accordance with art. 105 letter a) of Law no. 98/2016 regarding public procurement, and subsequently, pursuant to provisions under art. 104 para. (7) of the same law, the design services contract is to be awarded to the winner of the competition, following a negotiation procedure without prior publication of a participation announcement.
