RESULTS PRESS RELEASE

The jury evaluation of the projects submitted in the DN3C Park International Design Competition, officially launched on August 26, 2022, took place between October 14 and October 16. The Competition was organized by the Romanian Order of Architects (OAR), with the support of the OAR Dobrogea Territorial Branch, together with the Contracting Authority – The Constanța Municipality.

The main objective of the competition was the selection of the best project for the new DN3C Park in Constanța, for the award of the design services contract. The location of the park is in the north-east of the administrative territory of the Municipality, in an area free of constructions, to be developed based on the Zonal Urban Plan – Urban Regeneration and Revitalization Area DN3C, commissioned by the Municipality of Constanta and currently being developed. The documentation responds to the need to expand the Municipality’s urban territory based on the principles of sustainable development on four levels: social, economic, spatial, and environmental.

The results of the competition were announced on Monday, 17 October 2022, during a Press Conference hosted by the Museum of Art Constanta. The event was live streamed on the Facebook pages of the Organizer – The Romanian Order of Architects and of the Contracting Authority – Municipality of Constanta.

“This new urban forest will have an impact and will enrich people’s lives, while at the same time will provide a sustainable framework for future evolution.
This holistic and coherent approach has the potential and the capacity to create a new landmark for the city of Constanța, It will create a new Topos that could become a strong lever for the city’s green network. It can generate added value on all levels – economic, spatial, social, and ecological – while it could become a reference and expand its addressability beyond the metropolitan area of Constanța to a national and even international audience. The bold design gesture is both old and innovative as it refers to archetypical climax communities that would provide both shelter and a level of freedom to the users.” – Jury feedback.

”The Jury appreciates the way the strip of activities at the limits of the Park integrate amenities answering to each specific condition of the urban edge and to specific users: playgrounds, sports facilities or community gardens next to residential areas, plazas next to public buildings or the public parking next to the DN3C main road. The core of the Park, on the other hand, allows for open-uses in a broader space structured by a series of well-dimensioned meadows, while leaving a generous surface for tree-covered areas. The Jury values the clear hierarchy of these open spaces, their diversity, and sizes. The ecological crossing at the center of the spine is well integrated into this central space without becoming too infrastructural.” – Jury feedback.

Project no. 121 – JD1986 – PRÁCTICA ARQUITECTURA Y URBANISMO SLP

”The proposal is connected to the green (blue-green) system at the landscape scale, with special care for one of the strong elements of the site, Peștera Valley which has the power to generate added value to the plot in terms of biodiversity and attraction. The proposal has the capacity to be developed in two stages and can offer in each of them a unitary image and well usage.” – Jury feedback.

”The jury appreciated the sensitive approach of the proposal which placed nature in the center of the project, subordinating the architectural gestures to it. The concept is further followed through in designing the natural and built elements, together with an invitation to a step-by-step discovery of the Park. The proposal also offers a strong ecological connection between the two areas of the Park and clear connections to the city and the neighboring areas and across the railway, in correlation with the functional areas in its immediate vicinity (education, housing/worship).” – Jury feedback.

“The proposal is designed with a strong and clear structured geometry. The proposal remains true to the concept, which is detailed in the text and followed in each detail designed. The project showcases a proposal that is well connected to the surrounding neighborhoods and demonstrates a good understanding of how the Park can act as a part of the green (blue-green) system at the landscape scale.” – Jury feedback.

The exhibition of all the projects participating in the competition can be visited at the Museum of Art Constanta, in the 19th Century Hall, Tomis Boulevard 82-84, Constanta.

The Contracting Authority is the Constanța Municipality, the owner and administrator of the public spaces that are the investment object, and which shall become the beneficiary of the contract resulted from this competition.

The Competition was organized by the Order of Architects of Romania (OAR), with the support of the OAR Dobrogea Territorial Branch in accordance with the provisions of the Guide of good practice in organizing OAR design competitions, published in 2018, in compliance with the legal provisions in force regarding the award of public procurement contracts. The Design Competition was a public, single-stage competition, open to Romania, all countries of the European Union, of the European Economic Area and to the Swiss Confederation. The design competition was organized as an independent procedure, in accordance with art. 105 letter a) of Law no. 98/2016 regarding public procurement, and subsequently, pursuant to provisions under art. 104 para. (7) of the same law, the design services contract is to be awarded to the winner of the competition, following a negotiation procedure without prior publication of a participation announcement.
