Moreover, the Romanian Chamber of Architects states the following regarding the final winner of the New MNIR International Competition:
After opening the sealed envelopes, the eligibility and compatibility conditions were verified for all projects.
In order to have a proper and transparent contract assignment procedure the Organiser and the Promoter have requested a position from the National Public Procurement Agency (ANAP) concerning the first prize winner, who may be suspected of incompatibility.
As the contest took place under the auspices of the International Union of Architects (UIA), a position on the matter was requested from the International Competitions Comission of UIA (UIA-ICC), who declared that given the competition regulations there is no reason to exclude the first prize winner.
The position of the National Public Procurement Agency (ANAP) is essential for a legal and transparent procedure thus no contracting procedures will be started untill it is recieved.
